Is that what they mean when they say a runner's performance is "wind aided"?
But seriously, the audio is obviously doctored. The fart is unrealistically loud and crisp, as if it were emitted directly into the microphone rather than several yards away from it. Sure enough, in the original footage there is no farting noise, only a drunken whoop.

Yeah, I figured the fart was faked, but that doesn't make the streaking any less funny. That took some coordination, you have to admit. The fart noise was still pretty funny, though.
